Twitter has come up with a brand new feature wherein it will allow you to review all messages originating from people that you don’t follow. The feature is very similar to the “message requests” feature that had been introduced by Facebook earlier and that allows users to screen and review messages from people that are not on their friends list. Only here, it will allow them to communicate with people that dont follow them.
You can turn the feature on or off from within settings.

As far as the people actually sending these messages to you are concerned, they won’t be able to see if you’ve viewed their message or not until you choose the “Accept” option, However, choosing decline still leaves them free to message you again and you will have to choose decline if you don’t want them messaging you again.
Meanwhile, all new messages from people you don’t follow, as well as any groups such people could add you in, would all be placed in a new requests tab. Media from such groups would also not visible until you actively chose to view it.
